Summary
Secretary-General of the League of Arab States who, in the United Nations Mediator’s progress report (A/648), signed and conveyed the Arab States’ replies to the Mediator’s suggestions of 27 June 1948 and their counter-suggestions for a unitary State in the whole of Palestine (Progress Report of the United Nations Mediator on Palestine, lines 1055-1285).
Details
- His letter of 3 July 1948 conveyed the Political Committee’s reply to the Mediator: it recorded the cease-fire breaches the Committee alleged, objected that the suggestions reproduced the basis of the partition plan and involved Transjordan in the Palestine problem, held in para. 7 that the suggestions as a whole “go to realize Zionist ambitions” and exceeded the partition plan on immigration, and in para. 8 stated the Committee could not accept them as a suitable basis for discussion, proposing instead the attached “Draft of the Constitution and future Government of Palestine” for a unitary and sovereign State (Progress Report of the United Nations Mediator on Palestine, lines 1055-1217, lines 1219-1285).
- The letter is signed “(Signed) Abdul Rahman AZZAM” over the title Secretary-General of the League of Arab States (Progress Report of the United Nations Mediator on Palestine, lines 1213-1215).
- He transmitted the Arab States’ official answer of 31 July 1948 on Jerusalem, which agreed to a permanent cease-fire in the City without using the word “demilitarization” (Progress Report of the United Nations Mediator on Palestine, lines 705-709).
- On 6 September 1948 he informed the Mediator orally in Alexandria that the Arab representatives were unwilling to enter direct negotiations with the Provisional Government of Israel (Progress Report of the United Nations Mediator on Palestine, line 657).
- As Secretary-General he was among those who complained to the Mediator against the attack on the three Arab villages Ein Ghazal, Jaba and Ijzim, claiming there were 4,000 refugees and tens of thousands captured and massacred — a claim the report’s investigation findings, held beside it on the source page, do not support (Progress Report of the United Nations Mediator on Palestine, line 2167).
