Summary

The Legal Center for Arab Minority Rights in Israel, publisher in March 2007 of The Democratic Constitution, the most important of the 2006-2007 documents by Palestinian organizations inside Israel calling for a state of all its citizens (Palestine Inside Out: An Everyday Occupation, PDF p.348-350).

Details

  • Its Democratic Constitution was intended to fill a gap in Israeli constitutional debates which, according to Adalah’s Marwan Dwairy, “have been preoccupied with the question of, ‘Who is a Jew?’ and have neglected the primary constitutional question of, ‘Who is a Citizen?’” (PDF p.349)
  • Adalah’s position, as Makdisi presents it, is that Israel can either be a Jewish state or a state of equal citizens; its draft constitution for Israel within pre-1967 borders serves implicitly as a draft constitution for one democratic state in all historic Palestine (PDF p.350).
