Conference of High Contracting Parties to the Fourth Geneva Convention (Geneva, 15 July 1999)

Summary

The conference of the High Contracting Parties to the Fourth Geneva Convention held at Geneva on 15 July 1999, as recommended by the General Assembly at its Tenth Emergency Special Session of the General Assembly — the first conference of its kind in the history of the Convention — attended by 103 countries, which reaffirmed the applicability of the Convention to the Occupied Palestinian Territory, including East Jerusalem, and reiterated the need for full respect there for its provisions (Origins and Evolution of the Palestine Problem: Part V (1989-2000), PDF p.35).

The recommendation to convene the conference was first made in resolution ES-10/3 (15 July 1997), reiterated in ES-10/4 and ES-10/5, and given the date of 15 July 1999 in resolution ES-10/6 (9 February 1999), which expressed confidence that Palestine, as a party directly concerned, would participate (PDF p.33-35).
In the statement issued at its adjournment, the participating High Contracting Parties stated that the Conference would convene again in the light of consultations on the development of the humanitarian situation in the field; reconvening remained under consideration in 2000, as the situation on the ground did not improve (PDF p.35).
Resolution ES-10/7 (20 October 2000) called upon the High Contracting Parties to ensure respect for the Convention in accordance with the statement adopted in Geneva on 15 July 1999 (PDF p.35).
