Summary

The international body the Geneva Accord establishes “to facilitate, assist in, guarantee, monitor, and resolve disputes relating to the implementation of this Agreement”, composed of the US, the Russian Federation, the EU, the UN and other parties agreed by Israel and Palestine (The Geneva Accord: A Model Israeli-Palestinian Peace Agreement (Draft Permanent Status Agreement, 1 December 2003), PDF p.2).

Details

  • Its highest authority is a senior political-level Contact Group of all IVG members, which appoints, in consultation with the Parties, a Special Representative as its principal executive on the ground; its permanent headquarters and secretariat are to be in an agreed location in Jerusalem (PDF p.3).
  • The Multinational Force is an integral part of the IVG, and its Commander is appointed by the Special Representative subject to the Parties’ approval (PDF p.3).
  • A Trilateral Committee of the Special Representative and the Palestinian-Israeli High Steering Committee meets at least monthly and convenes within 48 hours on request (PDF p.3).
  • The IVG monitors withdrawal, border demarcation disagreements, settlement transfer, the West Bank-Gaza corridor, incitement guidelines, airspace and electromagnetic complaints (conclusive decisions), and border crossings, where its binding conclusions are to be rendered within 24 hours (PDF p.3-9). Monitoring of PSF weapons compliance under Article 5/3 and of the early warning stations under Article 5/8 belongs to the MF, not the IVG: “The MF shall monitor and verify compliance with this clause” (Article 5/3/iv, PDF p.6) and “The MF shall monitor and verify that the EWS is being used for purposes recognized by this Agreement” (Article 5/8/v, PDF p.8). The IVG’s role on weapons is only to make its own recommendations on proposed Annex X changes if the trilateral committee of the Parties and the MF reaches no agreement (PDF p.6), and on the early warning stations only to request a review of their operational uses if a regional security regime is established (PDF p.8).
  • In Jerusalem it monitors cultural heritage in the Old City and establishes the Old City Policing Unit (PDF p.12).
  • Disputes not settled bilaterally may be submitted to IVG mediation and conciliation under Article 3 before conciliation and arbitration under Article 16 (PDF p.21).
  • The IVG terminates its activities sphere by sphere as functions are fulfilled and “shall continue to exist unless otherwise agreed by the Parties” (PDF p.3).
