Summary

The regional council (Hebrew: Moatzah Masos) that governed the three Bedouin towns of Segev Shalom, Aroer and K’seifa from 1988 until the towns split into separate municipalities in 1996 (Settling for Less — The Planned Resettlement of Israel’s Negev Bedouin, PDF p.64).

Details

  • Ilan Sagie was appointed its Rosh Ha’Moatzah in 1988 and remained in the position until the council was dissolved; the Segev Shalom Local Council, of nine members, was created as its effective replacement (PDF p.64, 71).
  • The disbanding was long sought by the towns’ residents, who felt their individual interests were not shared by the other tribes or towns; in 1994 tribes in the three towns appealed to the Supreme Court asking that Masos be dismantled, and in 1995 it was agreed the council would be broken up so each town would govern its own affairs (Meir 1997:217, as cited) (PDF p.73).
  • The council supported Dinero’s first household survey in 1993 in part financially, with office and secretarial support for all four surveys and the commitment of Bedouin student surveyors (PDF p.97).
