Summary

Gaza human rights organization established in 1995 under the directorship of lawyer Raji Sourani, which became and remains the Gaza affiliate of the International Commission of Jurists after the Gaza Centre for Rights and Law’s internal difficulties (Al-Haq: A Global History of the First Palestinian Human Rights Organization, PDF p.141).

Details

  • The PCHR succeeded the GCRL as the ICJ’s Gaza affiliate (PDF p.141).

  • In Welchman part 6, the turn to international criminal law after the second intifada was led by PCHR, followed by al-Haq and other Palestinian organizations, in response to Israel’s success in denying access to remedy (Al-Haq: A Global History of the First Palestinian Human Rights Organization, PDF p.219).

  • PCHR is, with Al-Haq and Al Mezan, one of the three preeminent core or “generalist” Palestinian human rights organizations; its director Raji Sourani describes its grave-breaches work, earlier attempts to persuade the first ICC prosecutor to intervene over Gaza, and the intense lobbying that preceded the Palestinian leadership signing the Rome Statute at the very end of 2014 (PDF p.233-234).

  • The universal jurisdiction work was led from the mid-2000s on the Palestinian side by PCHR (PDF p.235).
