Summary

The 1994 Protocol on Economic Relations between the Palestinian Authority and Israel, which in Adam Hanieh’s Chapter 20 of From the River to the Sea codified Israel’s complete control over the external borders and trade of the West Bank and Gaza Strip (From the River to the Sea: Essays for a Free Palestine, lines 1527-1531).

Details

  • The Protocol gave Israel the final say on what the PA was allowed to import and export, making meaningful Palestinian trade relations with a third country impossible (line 1529).
  • By 2005, the Palestinian Central Bureau of Statistics estimated 74 percent of all imports to the West Bank and Gaza Strip originated in Israel and 88 percent of all exports were destined for Israel (line 1529).
  • Between 1995 and 2000, 60 percent of total PA revenue came from indirect taxes collected by the Israeli government on goods imported from abroad and destined for the occupied territories, transferred to the PA monthly under the Protocol (line 1531).
