Summary

The three-member commission of the Security Council established by Resolution 446 (1979) to examine the situation relating to settlements in the Arab territories occupied since 1967, including Jerusalem, composed — by the President’s note of 3 April 1979 printed with Resolution 446 — of Bolivia, Portugal and Zambia, whose reports S/13450 and S/13679 Resolution 465 (1980) took note of, whose conclusions and recommendations Resolution 465 accepted, and whose mandate Resolution 465 extended to investigating the reported serious depletion of natural resources, particularly water, with a further report due before 1 September 1980 (Resolution 446 (1979): Israeli settlements (22 March 1979), PDF p.1; Resolution 465 (1980): Israeli settlements (1 March 1980), PDF p.1).

Details

  • Resolution 446, paragraph 4, establishes a commission of three Council members appointed by the President after consultation, to report by 1 July 1979; the Secretary-General was requested to provide it the necessary facilities (Resolution 446 (1979): Israeli settlements (22 March 1979), PDF p.1).

  • Resolution 465’s preamble strongly deplores Israel’s refusal to co-operate with the Commission and regrets its formal rejection of resolutions 446 and 452; the resolution commends the Commission’s work on S/13679, accepts its conclusions and recommendations, and calls on all parties, particularly Israel, to co-operate with it (Resolution 465 (1980): Israeli settlements (1 March 1980), PDF p.1).

  • The United Nations study’s account adds that Portugal chaired the Commission, that Resolution 452 (1979) commended its work and requested a further report before 1 November 1979, and that its third report (S/14268) found a correlation between settlements and displacement of the Arab population and recorded that 33.3 per cent of the West Bank had been confiscated to date (Origins and Evolution of the Palestine Problem: Part III (1978-1983), lines 191-232 approx.).

  • In the Decisions printed with Resolution 478 (1980), a President’s note of 20 August 1980 records that the Commission, resumed in its original composition, found it difficult to report before 1 September 1980 as called for in paragraph 9 of resolution 465 (1980) and requested an extension of its report date to 25 November, to which no member objected after informal consultations (PDF p.1).
