Summary

Sir Alison Russell, K.C., a member of the Palestine Partition Commission, who signed its report subject to a Note of Reservations preferring Plan B to the majority’s Plan C (Palestine Partition Commission Report, PDF p.2, 250-264).

Details

  • Russell is named on the Commission’s title leaf as a member, with Chairman Sir John Woodhead and members A. P. Waterfield and T. Reid (Palestine Partition Commission Report, PDF p.2).
  • His Note of Reservations (19 October 1938) holds Plan B more in accord with the Royal Commission’s plan, more likely to secure peace, and more equitable and practicable than Plan C; cutting out three-fourths of the Royal Commission’s Jewish State cannot, in his opinion, be held a “modification” of that plan within the terms of reference. He agrees the Galilee highlands (88,200 Arabs, 2,900 Jews) cannot properly be included in the Jewish State, but would keep the Huleh Basin, Beisan, Jezreel, Esdraelon and Haifa in the Jewish State under Plan B, and would put the Negeb’s Occupied area in the Arab State (Palestine Partition Commission Report, PDF p.251-264).
