Summary

The populated West Bank areas delineated by a red line and shaded in yellow on map No. 1 to the Interim Agreement, plus the built-up area of the hamlets listed in Appendix 6 to Annex I, in which the Palestinian Council assumes public order for Palestinians while Israel retains overriding security responsibility (Israeli-Palestinian Interim Agreement on the West Bank and the Gaza Strip (28 September 1995), PDF p.9-10).

Details

  • Land in Area B, including government and Al Waqf land, comes under the Council’s jurisdiction during the first phase, with all civil powers including planning and zoning transferred in that phase (PDF p.8-9).
  • There is a complete redeployment of Israeli military forces from Area B; the Palestinian Police establish 25 stations and posts, handle public order incidents involving only Palestinians, and operate freely where stations stand, movement elsewhere running through DCO coordination and confirmation (PDF p.10-11, 33).
  • The Mawasi Area in the Gaza Strip is treated as Area B throughout the interim period for Palestinian public order responsibility (PDF p.36).
  • Internal security responsibility in Area B is to be transferred in the three further redeployment phases completed 18 months after the Council’s inauguration (PDF p.11, 33-34).
