Summary

The agreement signed in Washington, D.C. on 28 September 1995 by Yitzhak Rabin and Shimon Peres for Israel and Yasir Arafat for the Palestine Liberation Organization, superseding the Gaza-Jericho Agreement and the transfer agreements, which divided the West Bank into areas A, B and C and extended Palestinian interim self-government (Origins and Evolution of the Palestine Problem: Part V (1989-2000), PDF p.56-57).

Details

  • The study also states in the following paragraph that the Interim Agreement, also known as Oslo II, “was signed in Cairo on 27 August 1995”, a date its note 124/ attaches to the Protocol on Further Transfer of Powers and Responsibilities which the Agreement superseded; both statements are recorded as printed (Origins and Evolution of the Palestine Problem: Part V (1989-2000), PDF p.56).
  • It extended Palestinian civilian control to nearly 30 per cent of the West Bank, including internal security control over some four per cent; Area A (seven major towns) gave the Palestinian Authority internal security and public order, Area B gave it public order for Palestinians with Israel retaining overriding security responsibility, and Area C remained under Israel’s sole security authority (Origins and Evolution of the Palestine Problem: Part V (1989-2000), PDF p.56-57).
  • Further redeployments were to be completed in three phases within 18 months of the inauguration of the Palestinian Council; the Authority was to be composed of an 82-member Council and the Head (“Ra’ees”) of its Executive Authority, elected for a transitional period not exceeding 4 May 1999 (Origins and Evolution of the Palestine Problem: Part V (1989-2000), PDF p.57).
  • On 28 December 1995 the IDF withdrew from the six cities of Jenin, Nablus, Tulkarm, Qalqilya, Ramallah and Bethlehem and several hundred villages, initially except Hebron; the pullbacks left the Authority in full control of about 3 per cent of the West Bank and administrative control of another 24 per cent, and in full control of approximately 80 per cent of the Gaza Strip, paving the way for the first Palestinian general elections on 20 January 1996 (Origins and Evolution of the Palestine Problem: Part V (1989-2000), PDF p.57).
