Summary
The November 1969 agreement between representatives of the Palestine Liberation Organization and the Lebanese army which gave the PLO permission to base its armed struggle on Lebanese territory and formally transferred governance of the Palestinian refugee camps in Lebanon into Palestinian hands (Beyond the Lines — Social Networks and Palestinian Militant Organizations in Wartime Lebanon, PDF p.61).
Details
- The agreement followed the April 1969 sealing of Bint Jbeil, the surrender and imprisonment in Sur of fida’iyyin returning from an operation in Israel, urban protests, and a summer of attacks on the Deuxième Bureau, the police and the military, after which Palestinians forced the Lebanese to abandon control of the camps and replaced Deuxième Bureau offices with party and PLO headquarters (Beyond the Lines — Social Networks and Palestinian Militant Organizations in Wartime Lebanon, PDF p.60-61).
- It prompted a restructuring of camp political life: the PLO established Popular Committees including representatives of each guerrilla party and the general unions, a transition interlocutors described as being able to finally breathe (Beyond the Lines — Social Networks and Palestinian Militant Organizations in Wartime Lebanon, PDF p.61-62).
