Summary

The seven-member body created by Article X of the Egyptian-Israeli General Armistice Agreement to supervise execution of that Agreement: three members delegated by each Party and a Chairman who is the United Nations Chief of Staff of the Truce Supervision Organization or his designated senior officer, headquartered at El Auja and first convened within one week of signing (Egyptian-Israeli General Armistice Agreement, PDF p.6-7).

Details

  • Decisions are by unanimity where possible, otherwise by majority of members present and voting; on questions of principle appeal lies to a Special Committee of the Chief of Staff and one member each of the Egyptian and Israeli Rhodes delegations, whose decisions are final, and a decision becomes final if no appeal is filed within one week (Article X, paragraph 4, PDF p.7).
  • Its Chairman, in consultation with the Parties’ military authorities, formulates the plan for the exchange of prisoners of war on signing, and the Commission assumes responsibility for locating missing persons, military or civilian, in each Party’s controlled areas (Article IX, paragraphs 1 and 5, PDF p.6).
  • Claims and complaints go immediately to the Commission through its Chairman; its interpretation of a provision in issue prevails subject to appeal; it reports to both Parties with copies to the Secretary-General; and its expenses other than United Nations Observers’ are shared equally by the two Parties (Article X, paragraphs 7-11, PDF p.7-8).
