Summary

The message delivered to King Husain of the Hejaz in January 1918 by Commander D. G. Hogarth, C.M.G., R.N.V.R., of the Arab Bureau in Cairo, printed as Annex F of the 1939 committee report on the McMahon–Hussein correspondence and relied on strongly by the Arab representatives for its passage on Jewish settlement in Palestine (Report of a Committee set up to consider certain correspondence between Sir Henry McMahon and the Sharif of Mecca, lines 131, 277-285).

Details

  • The passage the Arab representatives rely on is to the effect that Jewish settlement in Palestine would only be allowed in so far as would be consistent with the political and economic freedom of the Arab population; the Report states this passage is a rendering by the Arab representatives of the corresponding passage in King Husain’s Arabic notes made at the time of his conversation with Hogarth (lines 277-285).

  • The United Kingdom representatives informed the Arab representatives that His Majesty’s Government had found it necessary, in the interests of clarity, to make public the whole message Hogarth was instructed to deliver and the report he furnished on his visit; both are Annex F, read in part 2 of the source (lines 277-285).

  • The Committee expressed no opinion on the proper interpretation of the message, while holding it and the other later statements evidentiary of the responsibilities set out in its para. 22 (lines 283-290).

  • Its text as printed in Annex F (lines 719-743): the Entente Powers are determined the Arab race shall be given full opportunity of once again forming a nation; so far as Palestine is concerned “no people shall be subject to another”, but there must be a special regime for its shrines, Wakfs and Holy Places, and the Mosque of Omar is a Moslem concern alone; and, Jewish opinion favouring a return of Jews to Palestine, His Majesty’s Government are determined that “in so far as is compatible with the freedom of the existing population both economic and political, no obstacle should be put in the way of the realisation of this ideal”.
