Summary
The Palestinian-Israeli committee established by Article II of the Paris Protocol (1994) to follow up the Protocol’s implementation and decide on problems arising from it, serving as the continuing committee for economic cooperation envisaged in Annex III of the Declaration of Principles on Interim Self-Government Arrangements (Protocol on Economic Relations (Paris Protocol), Annex IV to the Gaza-Jericho Agreement (29 April 1994), PDF p.2).
Details
- The JEC consists of an equal number of members from each side, may establish sub-committees (which may include experts), reaches its decisions by agreement, and determines its own rules of procedure and operation, including the frequency and places of its meetings; each side may request the review of any issue related to the Protocol (PDF p.2).
- Under Article III, the JEC or its sub-committee handles Palestinian proposals to add items to Lists A1, A2 and B, proposals on rates and import procedures for other imports, estimates of Palestinian market needs, notifications and consultations on import-policy changes, the rules of origin, licensing information exchange, and any other implementation matter (PDF p.6).
- Through the JEC the two sides continue to discuss “the possibility of introducing mutually agreed Palestinian currency or temporary alternative currency arrangements for the Palestinian Authority” (PDF p.9).
- The JEC also reviews the labour article on either side’s request, jointly reviews other wage deductions, meets on industry issues, and houses the tourism sub-committee (PDF p.14-15, p.20-21).
