Summary

The commission appointed by the Palestinian Authority to administer the elections for the Palestinian Council and the Ra’ees under Annex II of the Interim Agreement: the Palestinian Central Election Commission (CEC), independent with its subordinate bodies, whose offices sit in areas under the Council’s jurisdiction and in whose District Election Offices all electoral administration takes place (Israeli-Palestinian Interim Agreement on the West Bank and the Gaza Strip (28 September 1995), PDF p.86).

Details

  • The CEC is responsible for the preparation and conduct of the elections with the powers defined in the Election Law; electoral matters not specifically provided for in the Agreement are determined by the Palestinian Authority or the CEC under the Election Law, the Election Regulations and the Agreement’s procedures (PDF p.86).
  • The CEC compiles and maintains the Electoral Register; its Polling Station Commissions compile the initial draft register in each polling district, the draft taking effect only after confirmation by the Israeli side of the CAC subcommittee against the Population Register, and the CEC forwards the final Register to that subcommittee at least three days before publication (PDF p.88-89).
  • The CEC receives objections to provisionally nominated Council candidates, publishes the provisional and final Statements of Persons Nominated for the Ra’ees, publishes the lists of campaign venues and march routes, accredits international and domestic observers and journalists, and considers observer delegations’ comments and replies to them (PDF p.90-93, 95).
  • With Israel and the European Union the CEC forms the trilateral forum for observer logistics and security; with Israeli representatives in a CAC subcommittee it coordinates election campaigning in Jerusalem, obtaining the permits for candidates and holding a power to disqualify candidates whose Jerusalem campaigning breaches the Election Law or the Agreement, and it notifies Jerusalem electors of their post office for voting (PDF p.92, 95-96).
