The trust proposed in Section Sixteen of the Peace to Prosperity Vision to hold and distribute funds raised to provide “some compensation to Palestinian refugees”, administered by two trustees appointed by the State of Palestine and the United States (Peace to Prosperity: A Vision to Improve the Lives of the Palestinian and Israeli People, PDF p.36-37).
Details
- “The Trustees will administer the Palestinian Refugee Trust in accordance with the principles to be established by the Trustees and approved by the State of Palestine and the United States”, and will adopt a distribution methodology and allocate funds to claimants in accordance with the priorities they establish and the total funds collected (Peace to Prosperity: A Vision to Improve the Lives of the Palestinian and Israeli People, PDF p.37).
- The United States’ stated view is that compensation funds “will have a far greater impact on the State of Palestine’s economic and social viability and on the refugees themselves if used to implement the Trump Economic Plan” (Peace to Prosperity: A Vision to Improve the Lives of the Palestinian and Israeli People, PDF p.36).
- Eligibility for refugee rights under the agreement is limited to individuals in UNRWA Registered Refugee status as of the date of release of the Vision; individuals who have already resettled in a permanent location are eligible only for compensation (Peace to Prosperity: A Vision to Improve the Lives of the Palestinian and Israeli People, PDF p.36).
- In the Vision’s Glossary, “PALESTINIAN REFUGEE TRUST: Shall have the meaning set forth in Section 16” (Peace to Prosperity: A Vision to Improve the Lives of the Palestinian and Israeli People, PDF p.5).
