Summary

The performance-based and goal-driven plan prepared by the Quartet, presented to the Government of Israel and the Palestinian Authority on 30 April 2003 and transmitted to the Security Council as S/2003/529 on 7 May 2003, aiming through reciprocal, performance-tested steps in three phases at a final and comprehensive settlement of the Israel-Palestinian conflict by 2005 (A Performance-Based Road Map to a Permanent Two-State Solution to the Israeli-Palestinian Conflict (Quartet, transmitted 7 May 2003), PDF p.1-2).

Details

  • Phase I (present to May 2003): ending terror and violence, normalizing Palestinian life and building Palestinian institutions — unconditional Palestinian cessation of violence, Tenet-based security cooperation, comprehensive Palestinian reform including a draft constitution and elections, progressive IDF withdrawal from areas occupied since September 28, 2000, dismantlement of settlement outposts erected since March 2001 and a freeze of all settlement activity including natural growth (PDF p.3-5).

  • Phase II (June-December 2003): transition to the option of an independent Palestinian state with provisional borders and attributes of sovereignty, launched by a Quartet-convened international conference after Palestinian elections (PDF p.6-7).

  • Phase III (2004-2005): a permanent status agreement ending the occupation that began in 1967, including an agreed, just, fair and realistic solution to the refugee issue and a negotiated resolution on Jerusalem, followed by Arab state acceptance of full normal relations with Israel (PDF p.7-8).

  • Entry into Phases II and III depends on the Quartet’s consensus judgment of the parties’ performance, and the preamble states that “Non-compliance with obligations will impede progress” (PDF p.2, 6-7).

  • Resolution 1515 (2003) endorses the Roadmap by its symbol, S/2003/529, and calls on the parties to fulfil their obligations under it in cooperation with the Quartet (Resolution 1515 (2003) endorsing the Quartet Roadmap (19 November 2003), PDF p.1).

  • The Geneva Accord of 1 December 2003 declares that it “constitutes the realization of the permanent status peace component envisaged in President Bush’s speech of June 24, 2002 and in the Quartet Roadmap process”, supplying the detailed final-status terms the Roadmap’s Phase III states only as headings (The Geneva Accord: A Model Israeli-Palestinian Peace Agreement (Draft Permanent Status Agreement, 1 December 2003), PDF p.1).

  • The Annapolis Joint Understanding of 27 November 2007 commits Israel and the PLO to immediately implement their respective Roadmap obligations, forms a United States-led trilateral follow-up mechanism, and makes implementation of the future peace treaty subject, unless otherwise agreed, to implementation of the Roadmap as judged by the United States (Annapolis Conference Joint Understanding on Negotiations (27 November 2007), PDF p.1-2).

  • Resolution 67/19 names the Quartet road map (S/2003/529, annex) among the bases for resumed negotiations resolving all core issues (Resolution 67/19: Status of Palestine in the United Nations (29 November 2012), PDF p.4). Resolution 2334 recalls the Roadmap’s settlement freeze including “natural growth” and dismantlement of outposts erected since March 2001, and the Palestinian Authority Security Forces’ counter-terror obligations, and urges peace on the basis of, among other instruments, the Quartet Roadmap (Resolution 2334 (2016) on Israeli settlements (23 December 2016), PDF p.1, 3).
