Summary
General Assembly Resolution 3237 (XXIX) of 22 November 1974, adopted at the 2296th plenary meeting, which invites the Palestine Liberation Organization to participate in the sessions and work of the General Assembly as observer, invites it as observer to all international conferences convened under the Assembly’s auspices, and considers it entitled to observer participation in conferences convened under the auspices of other United Nations organs (Resolution 3237 (XXIX): Observer status for the Palestine Liberation Organization (22 November 1974), PDF p.1).
Details
- Its preamble rests on the Charter’s universality, resolution 3102 (XXVIII) of 12 December 1973, Economic and Social Council resolutions 1835 (LVI) and 1840 (LVI) of May 1974, and the invitations in effect extended to the PLO by the Diplomatic Conference on international humanitarian law, the World Population Conference, the World Food Conference and the Third United Nations Conference on the Law of the Sea (PDF p.1).
- It was adopted at the same meeting as UN General Assembly Resolution 3236, whose preamble names the PLO the representative of the Palestinian people (PDF p.1).
- Part II of the United Nations study gives its vote, in a note, as 95 in favour, 17 against, 19 abstentions; the primary file gives no figures — both accounts are held, the study’s figures attributed to it (UN General Assembly Resolution 3236 entity page, from Origins and Evolution of the Palestine Problem: Part II (1947-1977)).
- The text grants participation, not a vote, membership or State status (PDF p.1).
