Summary

The Under-Secretary-General for Special Political Affairs dispatched by the Secretary-General, in response to UN Security Council Resolution 605, to visit Israel and the occupied Palestinian territories and report on the situation and on ways and means of ensuring the safety and protection of the Palestinian population (Origins and Evolution of the Palestine Problem: Part IV (1984-1988), lines 395-410).

Details

  • Goulding met with Israeli Government officials and discussed the situation in the occupied territory with about 200 Palestinian men and women, and forwarded his findings and observations to the Secretary-General (lines 397-399).
  • On the basis of that mission the Secretary-General submitted his report of 21 January 1988 to the Security Council, whose Part I records the Palestinian complaints Goulding heard — rejection of the occupation, security-force practices, humiliation, routine violence in detention and interrogation by the General Security Services — and whose Part II sets out the protection proposals reproduced in the study (lines 399-466).
