Summary

The Security Council resolution adopted on 22 December 1987, after the outbreak of the First Intifada, by 14 votes to none with 1 abstention (United States), strongly deploring Israel’s policies and practices violating the human rights of the Palestinian people and requesting a Secretary-General report on ensuring the safety and protection of Palestinian civilians under occupation (Origins and Evolution of the Palestine Problem: Part IV (1984-1988), lines 385-392).

Details

  • The Council was convened on 11 December 1987 at the request of Democratic Yemen, Chairman of the Group of Arab States for that month, and considered the issue at nine meetings in December (2770th, 2772-2777th and 2780-2781st) (lines 385-389).

  • The resolution “strongly deplored the policies and practices of Israel, the occupying Power, which violate the human rights of the Palestinian people in the occupied territories, and in particular the opening of fire by the Israeli army, resulting in the killing and wounding of defenceless Palestinian civilians” (lines 389-391).

  • It reaffirmed that the Geneva Convention relative to the Protection of Civilian Persons in Time of War of 12 August 1949 was applicable to the Palestinian and other Arab territories occupied by Israel since 1967, including Jerusalem, and requested the Secretary-General to examine the situation by all means available and submit a report with recommendations on ways and means for ensuring the safety and protection of the Palestinian civilians under Israeli occupation (lines 391-392).

  • The Secretary-General’s report in response, submitted 21 January 1988 after Marrack Goulding’s mission, is summarized at length in the study, including its four definitions of protection and its recommendation of full Israeli application of the Fourth Geneva Convention (lines 395-466).

  • The Secretary-General’s report submitted in accordance with resolution 605 (S/19443, note 61/) is the subject of the study’s section IV.B.1; General Assembly resolution 43/21 of 3 November 1988 later requested further Secretary-General reports on the situation, the first submitted on 21 November 1988 (Origins and Evolution of the Palestine Problem: Part IV (1984-1988), lines 395-466, 541-558).
