Summary
The General Assembly’s resolution of 10 November 1975, adopted under the item “Elimination of all forms of racial discrimination”, which — after recitals recalling the 1963 Declaration on the Elimination of All Forms of Racial Discrimination, the Assembly’s 1973 condemnation of the unholy alliance between South African racism and zionism, and three 1975 texts (the Mexico Declaration of the International Women’s Year conference, Organization of African Unity resolution 77 (XII) and the Non-Aligned foreign ministers’ Lima declaration) — determines that zionism is a form of racism and racial discrimination, in a single unnumbered operative clause with no other operative paragraph (Resolution 3379 (XXX): Elimination of all forms of racial discrimination (10 November 1975), PDF p.1-2).
What the file is
The resolution as printed in the General Assembly’s Official Records, thirtieth session, printed p.83-84. 2 PDF pages, about 1,818 words in the text copy counting the whole pages. Resolution 3379 itself begins partway down printed p.83 and ends at the top of printed p.84; the pages also carry the conclusion of the preceding Decade for Action resolution, Resolution 3378 (XXX) on a world conference, and Resolutions 3380, 3381 and the opening of 3382, all accounted for below. The text copy’s OCR is garbled in places (10 rendered “JO”, the resolution number rendered “33 79”, and resolution 3151 G rendered “31151 G”); the operative wording and the 3151 G number were checked against the original’s printed p.84, which reads them cleanly.
Section by section
- Preceding material (PDF p.1). The conclusion (operative paragraphs 3(h)-13) of the resolution on the Programme for the Decade for Action to Combat Racism and Racial Discrimination: measures urged on Member States (reviewing discriminatory laws, equal treatment for migrant workers, biennial reports, youth education), compliance with the International Convention on the Elimination of All Forms of Racial Discrimination, Decade activities by UN organs and organizations including support to national liberation movements and victims of apartheid, refusal by sports federations to participate with representatives of the racist regime of South Africa, Secretary-General reports including on an international fund, and consideration of the Decade question at the thirty-first session as a matter of high priority. 2400th plenary meeting, 10 November 1975. Not part of Resolution 3379.
- Resolution 3378 (XXX) (PDF p.1). World conference to combat racism and racial discrimination: notes Ghana’s offer to host the conference envisaged as a major feature of the Decade, and requests Secretary-General consultations with Ghana and a report to the Economic and Social Council’s sixtieth session. 2400th plenary meeting, 10 November 1975. Not part of Resolution 3379.
- Preamble, first recital (PDF p.1-2). Recalling resolution 1904 (XVIII) of 20 November 1963, proclaiming the United Nations Declaration on the Elimination of All Forms of Racial Discrimination, and in particular its affirmation that any doctrine of racial differentiation or superiority is scientifically false, morally condemnable, socially unjust and dangerous, and its alarm at manifestations of racial discrimination imposed by certain Governments by legislative, administrative or other measures.
- Preamble, second recital (PDF p.2). Recalling also that in resolution 3151 G (XXVIII) of 14 December 1973 the Assembly condemned, inter alia, the unholy alliance between South African racism and zionism.
- Preamble, third recital (PDF p.2). Taking note of the Declaration of Mexico on the Equality of Women and Their Contribution to Development and Peace, 1975, proclaimed by the World Conference of the International Women’s Year (Mexico City, 19 June to 2 July 1975), which promulgated the principle that international co-operation and peace require national liberation and independence and the elimination of colonialism, neo-colonialism, foreign occupation, zionism, apartheid and racial discrimination in all its forms, and recognition of the dignity of peoples and their right to self-determination.
- Preamble, fourth recital (PDF p.2). Taking note also of resolution 77 (XII) of the Assembly of Heads of State and Government of the Organization of African Unity (Kampala, 28 July to 1 August 1975), which considered that the racist régime in occupied Palestine and the racist régimes in Zimbabwe and South Africa have a common imperialist origin, the same racist structure, and are organically linked in a policy aimed at repression of the dignity and integrity of the human being.
- Preamble, fifth recital (PDF p.2). Taking note also of the Political Declaration and Strategy adopted by the Conference of Ministers for Foreign Affairs of Non-Aligned Countries (Lima, 25 to 30 August 1975), which most severely condemned zionism as a threat to world peace and security and called on all countries to oppose this racist and imperialist ideology.
- Operative clause (PDF p.2). “Determines that zionism is a form of racism and racial discrimination.” 2400th plenary meeting, 10 November 1975. No vote figures are given, and there is no other operative paragraph.
- Following material (PDF p.2). Resolution 3380 (XXX) on the status of the International Convention on the Suppression and Punishment of the Crime of Apartheid, Resolution 3381 (XXX) on the status of the International Convention on the Elimination of All Forms of Racial Discrimination, and the opening of Resolution 3382 (XXX) on self-determination for colonial countries and peoples, all adopted or begun on the same page. Not part of Resolution 3379.

Evidence the work relies on
A General Assembly resolution, not an evidentiary work. Its stated basis is entirely prior texts it recalls or takes note of: the 1963 Declaration proclaimed by resolution 1904 (XVIII); resolution 3151 G (XXVIII) of 1973; the 1975 Mexico Declaration (footnote 4: Report of the World Conference of the International Women’s Year, Sales No. E.76.IV.1, chap. I); Organization of African Unity resolution 77 (XII) (footnote 5: A/10297, annex II); and the Non-Aligned foreign ministers’ Political Declaration (footnote 6: A/10217 and Corr.1, annex, p. 3). It cites no reports, statistics or testimony of its own.
Analysis
The resolution is a single determination carried entirely by its preamble: five recitals assemble a chain — the 1963 Declaration’s doctrine, the 1973 “unholy alliance” condemnation, and three 1975 conference and summit texts each already naming zionism alongside colonialism, apartheid or racism — before the operative clause states the conclusion without argument, conditions, addressees or follow-up machinery. Unlike its neighbours on these pages (the Decade programme, the two convention-status resolutions), it creates no committee, requests no report and sets no deadline. The existing entity page records, from other ingested sources, the vote the file itself omits (72 to 35 with 32 abstentions, per Feldman) and the resolution’s later revocation by Resolution 46/86 in 1991; neither appears in this file.

How it relates to other sources
This is the primary text behind the UN General Assembly Resolution 3379 entity page, previously held only from secondary accounts: A Shadow over Palestine genealogises it through the same 1963 Declaration, the 1973 “unholy alliance” condemnation and the three 1975 declarations the preamble cites, and the editors’ introduction in Zionist Colonialism in Palestine names it as Fayez Sayegh’s legacy as a Kuwaiti delegate. The resolution’s wording is narrower than Feldman’s framing in one respect: the file gives no vote and no operative content beyond the single determination. It was adopted at the same 2400th plenary meeting, and on the same printed pages, as the convention-status resolutions, and on the same day as Resolution 3376 (XXX): Question of Palestine (10 November 1975) and Resolution 3375 at the 2399th meeting.
Open questions
- The file gives no vote figures for Resolution 3379 or for Resolutions 3378, 3380 and 3381 on the same pages; the 72-35-32 figure on the entity page comes from Feldman, not from this file.
- The text copy renders the 1973 resolution number as “31151 G”; the original prints 3151 G (XXVIII), corrected against the original.
- The resolution does not name a sponsor, a drafting committee beyond the running head’s reference to resolutions adopted on the reports of the Third Committee, or any procedure for the determination’s application.
